What Is the 9999 Web Portal?
“9999” is the short code and helpline that the federal government uses for the Prime Minister’s Ramzan Relief Package. The online part of the system, which people call the 9999 web portal, sits at pmrrp.nitb.gov.pk. It was built by the National Information Technology Board (NITB), and it does one job: it tells you whether your household has been selected for the Ramzan cash support.
The portal does not register new families. Selection is done in the background using existing government data. According to reporting in the Express Tribune, beneficiaries are picked through the National Socio-Economic Registry (the same database BISP uses) and then checked against NADRA’s CNIC records, government employment records and tax data. That is why your result depends on your household’s survey record, not on anything you submit on the day.
9999 vs 8171 vs 8070: which number is for what?
Most confusion comes from these three numbers. Here is the difference in one table.
| Number | Run by | Used for | Official site |
|---|---|---|---|
| 9999 | Federal government (PM’s package, with BISP and NITB) | PM Ramzan Relief Package eligibility | pmrrp.nitb.gov.pk |
| 8171 | Benazir Income Support Programme | Benazir Kafaalat quarterly payments, Taleemi Wazaif, Nashonuma | 8171.bisp.gov.pk |
| 8070 | Government of Punjab | Punjab schemes such as the Nigehban Ramzan Package, ration card, Kissan card | pser.punjab.gov.pk and programme portals |
If you live in Punjab, you may be eligible under both the federal 9999 package and the provincial 8070 package. They are separate. For the Punjab side, read our full 8070 web portal guide. For the regular BISP stipend, see the 8171 web portal guide.
9999 Web Portal 2026: What the Ramzan Relief Package Gave
The 2026 package was announced by Prime Minister Shehbaz Sharif in mid-February 2026, a few days before Ramzan. These are the key figures reported by Business Recorder, ProPakistani and APP at the time:
- Total size: about Rs38 billion (some reports rounded it to Rs39–40 billion).
- Amount per family: Rs13,000, up from Rs5,000 in 2025.
- Families covered: around 12.1 million across Pakistan, including Gilgit-Baltistan and Azad Jammu and Kashmir.
- How it was paid: directly into a digital wallet or bank account. The State Bank of Pakistan issued a framework for the disbursement.
- Who got it: Rs10 billion went to families already in the Benazir Kafaalat programme, and the rest to deserving families who were not covered by other schemes.
- Helpline: 9999.
By the last week of February 2026, the government said about 64% of eligible people had already received their payment. In other words, most families were paid within the first two weeks of the month.
The big change from older years is that there were no ration lines and no utility-store subsidy. The money went straight to a wallet, and you could cash it out at an agent or use it digitally.
9999 online check 5000, 10000 or 13000: which amount is right?
People search all three numbers because different programmes paid different amounts. This is how they fit together:
| Amount | Programme | Year |
|---|---|---|
| Rs5,000 | Federal Ramzan package (9999) | 2025, about 2 million families, paid via wallets |
| Rs13,000 | Federal Ramzan package (9999) | 2026, about 12.1 million families |
| Rs10,000 | Punjab Nigehban Ramzan Package (8070), not 9999 | 2026, about 4.2 million families in Punjab |
| Rs14,500 | BISP Kafaalat quarterly stipend (8171), not 9999 | From Ramzan 2026 |
So if a video says “9999 online check 10000”, it is mixing up the federal package with Punjab’s 8070 Nigehban package.
Ramzan package in KPK, Sindh, Balochistan, GB and AJK
The 2026 federal package was nationwide. Families in Khyber Pakhtunkhwa, Sindh, Balochistan, Gilgit-Baltistan and Azad Kashmir checked their status on the same portal and the same 9999 number. Provinces can run their own extra packages too. Punjab’s is the best known, and it uses a different code (8070).
How to Check the 9999 Web Portal Online (Step by Step)
This is the method most people use, and it works on any phone with a browser.

- Open the official site. Type pmrrp.nitb.gov.pk in Chrome yourself. Do not click random links on WhatsApp.
- Enter your CNIC. Type the 13-digit number on your ID card, without dashes (for example 3520212345671).
- Fill the captcha. Type the code shown in the picture. If it is hard to read, tap the refresh icon.
- Press the check button. The page will show whether your household is eligible.
- Note the result. Take a screenshot. If you are eligible, keep your registered SIM active because payment alerts come by SMS.
The portal is in Urdu. The field label “شناختی کارڈ نمبر” means CNIC number, and “معلوم کریں” is the button you press to see the result.
Want to compare with BISP’s page? See our walkthrough of the BISP 8171 check online by CNIC, which uses an almost identical CNIC and captcha form.
9999 Online Check Through SMS and the Helpline
If you do not have internet, you have two other options:
- SMS: open your messages, type your 13-digit CNIC with no spaces or dashes, and send it to 9999 from a SIM registered on your own CNIC. You will get a reply about your status.
- Call 9999: a helpline agent can verify your CNIC and tell you your status. This is the better choice if your SMS reply is unclear.
Use a SIM that is registered in your own name. If the SIM belongs to a relative, the system may not match your record.
What does the 9999 reply mean?
The exact wording changes from season to season, but replies usually fall into one of these types:
| Type of reply | Meaning | What you should do |
|---|---|---|
| Eligible / selected | Your household is on the list | Keep your registered SIM on and watch for the payment SMS |
| Not eligible | Household found, but not selected | Get your NSER survey updated at a BISP tehsil office before the next package |
| Record not found | No survey record for this CNIC | Get your household surveyed. Re-sending the SMS won’t change the result |
| Invalid CNIC | Typing mistake, dashes or spaces | Send exactly 13 digits and nothing else |
Is 9999 a WhatsApp number?
No. 9999 is a short code for SMS and calls. Pages and “agents” that share a “9999 WhatsApp number” are not official, and many of them collect people’s CNIC details for scams.
Is There a 9999 Web Portal Login or Registration?
No. This is the most important point in this guide.
The official portal has no login page, no username and no password. You only enter a CNIC and a captcha. When the 2026 package was running, Geo News ran a fact check on a website that asked people to “register” for Rs13,000. Officials told Geo that there is no application process, web portal or website for registration. Families were already identified from government records.
So if any page asks you to:
- create an account or “login”,
- pay a registration or processing fee,
- share an OTP, ATM PIN or wallet PIN,
- or fill in your bank details,
close it. That is a scam. Real government sites end with .gov.pk.
What if my family is not in the survey?
Because selection is based on the National Socio-Economic Registry, a family that was never surveyed, or whose data is old, will usually show as not eligible. The fix is not on the 9999 portal. Visit your nearest BISP tehsil office with the CNICs of the family and ask for your NSER survey to be done or updated. Our 8171 web portal guide explains the BISP side in more detail.
9999 Web Portal Check Balance: Where Is My Money?
People often search “9999 web portal check balance”, but the portal itself does not show a wallet balance. It only shows eligibility. To see whether money has arrived:
- Check your SMS inbox for a payment message on the SIM registered with your CNIC.
- Open the wallet app or dial the wallet’s USSD code to see your balance.
- If the payment was made to a bank account, check it through your bank app, ATM or branch.
- If you are eligible but nothing has arrived, call 9999 and ask about the payment status.
Never let a shopkeeper or “agent” check your balance on their phone using your PIN. Do it yourself.
Who Is Eligible for the 9999 Ramzan Package?
The government did not publish a single checklist for 2026, but the way it selected families tells you who usually qualifies:
- You hold a valid CNIC (expired cards often cause problems).
- Your household is in the National Socio-Economic Registry with a low poverty score.
- You are not a government employee and not an active taxpayer.
- Your data matches NADRA and other official records.
- Families already in the Benazir Kafaalat programme were covered automatically.
If you are a BISP beneficiary, you did not need to do anything extra in 2026. If you are not, an up-to-date NSER survey is the only real route into future packages.
Common Problems and Their Fixes
| Problem | What it usually means | What to do |
|---|---|---|
| “Not eligible” result | Household not in NSER, or poverty score above the cut-off | Get the survey done or updated at a BISP tehsil office |
| No SMS reply from 9999 | Network delay or SIM not on your CNIC | Wait an hour, then try from your own SIM or call 9999 |
| Captcha keeps failing | Typing error or expired captcha | Refresh the captcha and type carefully in English |
| Eligible but no money | Payment still in process, or wallet not active | Keep your SIM active, check your wallet, call 9999 |
| Someone deducted cash | Agent fraud | Note the agent’s name and location and complain on the helpline |
Ramzan Relief Package 2027: What to Expect
Ramzan 2027 is expected to begin around the second week of February 2027. As of November 2026, the government has not announced the next Ramzan package, its amount or its dates. Based on the last two years, here is what is likely:
- The announcement usually comes one or two weeks before Ramzan.
- Eligibility is checked against existing government data, so your NSER record matters more than anything else.
- Payments go to digital wallets or bank accounts, not through ration lines.
We update this page every week before and during Ramzan. Bookmark it, and check our 9999 Web Portal section for the latest news.
Tips to Stay Safe From 9999 Scams
- Type the official address yourself. Do not trust links in forwarded messages.
- Look for .gov.pk at the end of the address.
- Nobody from the government will ask for money to “release” your Rs13,000.
- Never share an OTP or PIN, even with someone claiming to be from BISP or the 9999 helpline.
- Collect cash yourself, count it in front of the agent, and ask for the receipt slip.
