8070 Web Portal 2026 – Complete Guide: Check Online, Registration & Payment

Quick answer: 8070 is the Government of Punjab’s SMS short code for checking eligibility for provincial relief schemes. You send your 13-digit CNIC (no dashes) to 8070 from a SIM registered in your own name, and you get a reply about your status. In 2026 it was linked with the Ramazan Nigehban Package, which gave Rs10,000 each to about 4.2 million families in Punjab. Eligibility comes from the Punjab Socio-Economic Registry (PSER), not from any form you fill online.

People search for the “8070 web portal” expecting one official website where everything happens. In reality, 8070 is mainly an SMS service, and the online side is spread across the PSER website and the portal of whichever scheme is running. This guide puts it all in one place so you know exactly what to send, where to check and what to do if the reply says you are not eligible.

Note: 9999webportal.pk is an independent, unofficial guide. We are not part of the Punjab government, PSPA or PITB. We will never ask for your CNIC, PIN or OTP.

In this guide:

What Is 8070?

8070 is a Punjab government short code that has been used for several provincial schemes over the last few years. It is not tied to one programme. Some examples reported in the news:

  • 2023, free flour scheme: people sent their CNIC to 8070 to check if they could collect free flour bags (Daily Nation, April 2023).
  • 2024, CM Punjab Kissan Card: farmers registered by sending their CNIC to 8070. The SIM had to be in the farmer’s own name and the land had to be on the Punjab Land Revenue Authority record (Dawn, May 2024).
  • 2025 and 2026, Ramzan packages: 8070 was used to check eligibility for Ramzan cash support in Punjab.

So when you see “8070” in a news story or video, first check which scheme it is talking about. The rules are different for each one.

8070 vs 9999 vs 8171

8070 is provincial (Punjab only). 9999 is the federal Prime Minister’s Ramzan package, explained in our 9999 web portal guide. 8171 is BISP’s code for Benazir Kafaalat, covered in the 8171 web portal guide. A family in Punjab can qualify under more than one of these at the same time.

8070 Web Portal 2026: The Ramazan Nigehban Package

Chief Minister Maryam Nawaz’s cabinet approved the package in late January 2026. Here is what was reported by Business Recorder, ProPakistani, APP and the Express Tribune:

  • Total budget: Rs47 billion, described as Punjab’s largest Ramzan package so far.
  • Amount: Rs10,000 per family.
  • Families: about 4.2 million deserving families across Punjab.
  • Nigehban Cards: more than two million cards were issued. Cash could be withdrawn through Bank of Punjab branchless banking agents and ATMs on the 1-Link network.
  • Shopping: the card could be used at over 17,000 linked grocery stores.
  • Activation: 136 card activation centres were set up, and in many districts cards were delivered to homes.
  • Ration card holders: received Rs10,000 in Ramzan instead of the usual Rs3,000 monthly support.
  • Minority card holders: the amount was raised from Rs3,500 to Rs10,000.

In early March 2026, Punjab also announced Rs10,000 for about 1.2 million workers registered with social security. They received a six-digit PIN by SMS and collected cash from HBL Konnect, UBL Omni or Alfa Pay agents with their original CNIC.

How to Do an 8070 Online Check by CNIC (SMS Method)

  1. Open the messages app on your phone.
  2. Type your 13-digit CNIC number with no dashes or spaces.
  3. Send it to 8070. Use a SIM on Jazz, Zong, Telenor or Ufone that is registered on your own CNIC.
  4. Wait for the reply. It may take a few minutes, and longer when lots of people are sending messages.
  5. Read the reply carefully and keep it. It will tell you whether you are eligible and what to do next.

A common mistake is sending the message to 7080. The correct code is 8070.

What does the 8070 reply mean?

Type of replyMeaningNext step
EligibleYour household qualifies for the running schemeFollow the instructions in the SMS (card collection, activation or PIN)
Not eligiblePSER record found but score above the cut-offCall 1000 if you think your data is wrong
Record not foundCNIC not in PSERGet your household surveyed under PSER
Invalid / no replyFormat error or network delaySend only 13 digits, wait, then retry once

The federal package uses a different code. If you also want to check the Prime Minister’s package, do a separate 9999 online check.

8070 check online CNIC 2026: is there a website?

There is no single official website called “8070 web portal”. The official online pieces are:

  • pser.punjab.gov.pk: the Punjab Socio-Economic Registry, which decides who is eligible.
  • The specific portal of the scheme that is running (for example, the Kissan Card registration portal for farmers).
  • The federal Ramzan package portal, pmrrp.nitb.gov.pk, which is for the 9999 package, not 8070.

Many private websites use “8070” in their domain name. Some are helpful guides, but none of them can check your status or register you. Only .gov.pk sites and the 8070 SMS reply are official.

Nigehban Card: How to Activate, Withdraw and Use It

In 2026 the Rs10,000 was loaded on a Nigehban Card, not handed over in cash at a counter. Based on what the Punjab government announced:

  1. Receive the card. In many districts cards were delivered to homes. Others collected them from a distribution point.
  2. Activate it. Punjab set up 136 activation centres. Take your original CNIC.
  3. Spend or withdraw. Buy groceries at linked stores (17,000+ across Punjab), or withdraw cash at a Bank of Punjab branchless agent or any 1-Link ATM.
  4. Protect your PIN. Never give your card and PIN to a shopkeeper or “helper”.

The provincial government said the money was paid without PIN charges or service deductions. If an agent cuts money, note the shop name and location and report it on 1000.

What Is PSER and Why Does It Decide Your Eligibility?

The Punjab Socio-Economic Registry (PSER) is a province-wide database run by the Punjab Social Protection Authority (PSPA). Trained teams visit homes and record family size, education, jobs, housing and access to basic services on tablets. The data goes to PITB and then to PSPA, which cleans it, checks it, and gives each household a poverty score (PMT score). PSPA also checks CNICs with other departments for wealth and assets.

That score is then used by Punjab departments to decide who gets a scheme. In the 2026 package, eligible families were identified on the basis of the recent Socio-Economic Registry survey.

In simple words: if your family was not surveyed in PSER, or the survey shows you as better-off, the 8070 reply will not show you as eligible, no matter how many times you send the SMS.

How do I get my family added to PSER?

PSER is built through a door-to-door survey, and the registration window opens in phases. Check pser.punjab.gov.pk for the current survey or registration option in your district, or call the Punjab helpline 1000 and ask how to get surveyed. The survey is free. Nobody needs to be paid to “add your name”.

PSER vs NSER

PSER is Punjab’s own registry, used for 8070 schemes. NSER is the national registry used by BISP and the federal 9999 package. One family can be in both. Being in NSER does not automatically put you in PSER, and the reverse is also true. For the national side, see our 8171 web portal guide.

Who Is Eligible for 8070 Schemes?

Each scheme has its own rules, but these points come up again and again:

  • You live in Punjab and hold a valid CNIC.
  • Your household is registered in PSER with a qualifying score.
  • Your mobile SIM is registered on the same CNIC you send to 8070.
  • You are not a government officer and do not own assets that push you above the cut-off (for example, a car in some schemes).
  • For farmer schemes: land record with the Punjab Land Revenue Authority. For the 2024 Kissan Card this meant 1 to 12.5 acres.

Safety Tips for 8070 Users

  • Only send your CNIC to 8070, never to a mobile number that “claims” to be 8070.
  • The government does not charge a fee to check eligibility or to get a card.
  • Never share the PIN of your Nigehban card or wallet with anyone.
  • Count cash at the agent’s counter and ask for a slip. Report any deduction on helpline 1000.
  • Ignore Facebook pages and WhatsApp groups offering “guaranteed” registration.

How do I check 8070 online by CNIC in 2026?

Is there an official 8070 web portal?

There is no single official website called the 8070 web portal. The official channels are the 8070 SMS service, the PSER website and the portal of each specific scheme. Private sites with 8070 in their name cannot check your status.

How much was the 8070 Ramzan package in 2026?

The Punjab Ramazan Nigehban Package 2026 gave Rs10,000 to each of about 4.2 million families, through Nigehban cards usable at Bank of Punjab agents, 1-Link ATMs and over 17,000 grocery stores.

Take your original CNIC to a card activation centre. Punjab set up 136 centres in 2026. You can then shop at linked stores or withdraw cash at Bank of Punjab agents and 1-Link ATMs.

What is the difference between PSER and NSER?
